Aliyev Says Armenia Peace Deal Possible After Constitutional Changes

President Ilham Aliyev said a formal peace agreement between Azerbaijan and Armenia could be signed once Yerevan amends its constitution to remove territorial claims, adding that peace between the two countries has already been achieved “de facto.”

Speaking to Azerbaijani television channels in Munich on February 13, Aliyev said Azerbaijan’s message at the Munich Security Conference remains focused on cooperation, peace, and partnership. He noted this is the first time he is attending the forum as the leader of a country that has already secured peace following years of conflict.

Aliyev stressed that the timing of a formal treaty depends on Armenia, reiterating Baku’s long-standing demand for constitutional amendments. Once those changes are made, he said, a peace agreement could be signed immediately.

He also pointed to shifting global dynamics, arguing that reliance on international law alone has proven insufficient and that new mechanisms of international relations are emerging. Aliyev referenced recent initiatives aimed at reshaping security cooperation while calling for a future global order based on fairness rather than force.

The president further highlighted Azerbaijan’s expanding role in energy, transport, and digital connectivity corridors linking Europe and Asia, including electricity transmission, fiber-optic infrastructure, and data connectivity tied to artificial intelligence development.

Aliyev said Azerbaijan’s geography, infrastructure, energy capacity, and regional partnerships position the country as an increasingly important link between East and West, adding that strengthened sovereignty and self-reliant security have boosted its international standing.
