Azerbaijan will begin paying temporary disability benefits in full to all insured employees starting in May 2026, following amendments approved by the Cabinet of Ministers.
The payment, commonly referred to as sick leave compensation, was previously calculated based on an employee’s insurance record and could amount to 60%, 80% or 100% of wages. Under the revised rules, insured workers will receive benefits equal to 100% of the applicable amount regardless of insurance duration.
Full compensation had earlier applied only to certain categories, including individuals affected by workplace injuries or occupational diseases, as well as persons granted special social status and those suffering from specific severe illnesses.
Legislation provides that eligibility for temporary disability benefits requires at least six months of insurance coverage. The total payment may not exceed either twice the employee’s monthly salary or 25 times the minimum pension level.
Compensation for the first 14 days of temporary disability will continue to be paid by the employer, while payments beyond that period will be covered by the state social insurance fund.
