An Azerbaijani court has fined a social media blogger under a recently amended administrative law addressing public morality violations online.
According to local reports citing law enforcement authorities, a 30-year-old woman identified as Z. Karimova was found to have posted videos on Instagram in which she displayed parts of her body and shared her mobile phone number with followers. Her account reportedly has around 150,000 followers.
Authorities said the videos were recorded at her residence in the Hokmeli settlement of Absheron district. One of the posts received approximately 68,000 likes. Officials concluded that the content did not promote clothing or commercial products but instead violated public morality standards.
A protocol was drawn up under Article 510.2 of Azerbaijan’s Code of Administrative Offenses. The provision classifies as minor hooliganism the public dissemination – including via internet platforms – of expressions, gestures, or displays of body parts deemed contrary to public morality and national values.
The Absheron District Court fined the blogger 750 manats (approximately $440).
In her statement to the court, Karimova said she had published the videos to showcase feminine attractiveness.
Article 510.2 was added to the Code of Administrative Offenses on January 26, 2026. Legal experts note that the article does not criminalize nudity per se. However, public online display of body parts may constitute an administrative offense if authorities determine that it insults public morality or demonstrates open disrespect toward society.
The case is among the first publicly reported applications of the amended provision and may shape how the new standard is interpreted in Azerbaijan’s digital space.
