Homeowners Forced to Rent as Displaced Families Occupy Their Apartments for Decades

Several apartment owners in Baku report that their properties have remained occupied by formerly displaced families for over three decades, while the legal owners themselves continue to live in rented accommodation.

According to the homeowners, they avoided raising the issue for many years out of understanding for the difficult circumstances faced by displaced residents. Now, however, with alternative housing reportedly offered to some families, owners say they are seeking the return of their apartments.

Some claim their pensions are no longer sufficient to cover rent, turning a long-standing humanitarian arrangement into a growing social and financial burden.

Residents currently living in the disputed apartments argue that the replacement housing offered to them is either not ready for habitation or in unsatisfactory condition, which is why they have declined relocation.

The State Committee for Refugees and Internally Displaced Persons says court rulings ordering the release of certain apartments already exist. Alternative housing has been proposed in several regions, but some families have refused to move.
