Azerbaijan’s tourism sector saw a decline in 2025, reflected in falling revenues for hotels and other accommodation facilities.

According to official data, total revenue generated by hotels and hotel-type establishments reached 653.04 million manats in 2025. This marks a decrease of 41.12 million manats, or 5.92%, compared with 694.16 million manats recorded in 2024.

Of the total revenue, 403.8 million manats came from the sale of hotel services.

Tourism sector shrank in 2025

Tourism expert Jeyhun Ashurov said the broader tourism industry contracted by around 2.5% last year.

According to him, Azerbaijan’s tourism sector is heavily dependent on visitors from the Middle East as well as from India and Pakistan.

Tensions and armed confrontations in several countries across those regions during 2025 disrupted travel and affected tourist flows.

Flight disruptions hit peak season

Ashurov noted that airspace restrictions and aviation disruptions played a key role in reducing tourist arrivals.

“Flights faced difficulties because of closed airspace in several conflict zones. As a result, the number of visitors staying in Azerbaijani hotels declined,” he said.

The expert added that the decline was particularly noticeable because the disruptions occurred during the summer months, traditionally the peak season for tourism.

Since summer generates a large share of annual tourism revenue, the reduced tourist flow during that period significantly affected the sector’s overall performance.
