Azerbaijani President Ilham Aliyev has signed a decree repealing and amending earlier rules governing ANAMA, AZERTAC and several other state bodies as part of a reorganization launched by a June 25, 2026 decision.
The decree was published on the president’s official website on October 16. Its implementation is tied to the approval of new charters or regulations, organizational structures and pay systems. For limited liability companies created under the reorganization, the changes take effect upon state registration.
Earlier Rules Repealed
The decree repeals the regulations governing the Azerbaijan State News Agency, AZERTAC, which were approved in 2001, as well as the first three provisions of a 2017 decree concerning the agency’s operations.
It also invalidates selected provisions of decrees establishing or regulating the Azerbaijan National Agency for Mine Action, known as ANAMA; the Cinema Agency; the Azerbaijan Science Foundation; and the Center for Legal Examination and Legislative Initiatives.
The changes also affect restoration, construction and management services operating in territories returned to Azerbaijani control. These include bodies serving the Jabrayil, Gubadli and Zangilan districts; the Aghdam, Fuzuli and Khojavend districts; the Lachin district; Khankendi and the Aghdara and Khojaly districts; and the Kalbajar district.
Budget and Tax Records Updated
The decree updates the names of organizations listed in the order governing implementation of Azerbaijan’s 2026 state budget. The designation “public legal entity” is removed from the names of several bodies and replaced with “limited liability company” in five entries.
Twelve entries are also removed from the list of public legal entities exempt from value-added tax on work and services financed from the state budget.
The document further updates leadership titles used in the membership lists of commissions and other official acts. The heads of AZERTAC, ANAMA and the Azerbaijan Science Foundation are separately included among officials entitled to government communications services.
Different Effective Dates
For institutions established under the June decree, No. 700, the changes take effect once their charters or regulations, structures and pay systems are approved. For limited liability companies created under the same decree, they take effect on the date of state registration.
As a result, the October 16 signing date is not a single transition date for every organization. The new decree brings earlier legal acts into line with the reorganization already approved in June.
