People seeking to adopt a child in Azerbaijan must meet a series of legal requirements, while authorities must determine that the adoption serves the child’s best interests.
The process consists of several stages. Prospective adoptive parents are first registered with the relevant authorities. Their eligibility and the proposed adoption are then assessed before a final decision is issued by a court.
Azerbaijani legislation also establishes minimum age requirements.
If a married couple applies to adopt, at least one spouse must be 25 or older. Individuals who are not married must be at least 30.
Except in cases involving a stepparent or certain relatives, the age difference between an unmarried adoptive parent and the child must be at least 18 years.
Submitting an application alone does not guarantee approval. Authorities examine whether the prospective parent meets all statutory requirements and whether the adoption would protect the child’s interests.
The rules are set out in Article 118 of Azerbaijan’s Family Code, according to local media reports.
