Student Loans in Azerbaijan: Interest Rates and Application Rules

Students admitted to tuition-based university programs in Azerbaijan can apply for government-backed education loans to cover their study costs.

According to Xəzər Xəbər, applications can be submitted through the Education Student Loan Fund’s online portal at e-ttkf.edu.az.

Students admitted to bachelor’s programs must first complete their university registration through myGov between Aug. 28 and Sept. 8.

Those enrolled full-time on a tuition-paying basis can then apply for a student loan.

Before submitting an application, students must obtain a consent form authorizing access to and processing of their information. The document is available through notary offices, ASAN xidmət centers or the Mobile Notary application.

The approved consent form is obtained only once and can be reused when the student submits a new loan application for each semester.

Interest Rates and Eligibility

The fund offers two types of loans:

  • Social student loans at an annual interest rate of 2%;
  • Standard student loans at an annual interest rate of 6%.

Students are not required to make payments while studying. Repayment begins after graduation and the end of the applicable grace period.

Applicants seeking a standard loan for a bachelor’s degree must have scored at least 250 points on their university entrance examination. They must also pay 20% of the annual tuition fee themselves.

Student loans are issued separately for each semester. The application process includes obtaining the consent form, submitting an electronic request and completing the agreement digitally.

The program has so far helped cover education expenses for more than 34,000 students, according to the Education Student Loan Fund.
