Building a 100-Square-Meter Home in Azerbaijan Can Cost 80,000-100,000 Manats

BAKU, Azerbaijan - Building a fully finished private home in Azerbaijan costs an estimated 800 to 1,000 manats per square meter, putting the construction budget for a 100-square-meter house at roughly 80,000 to 100,000 manats before the price of land is included.

The estimates were given by property specialists and builders interviewed in a television report on individual home-construction costs.

Offers of 300 to 450 manats per square meter also appear on the market, but they cannot be compared directly with the cost of a move-in-ready home without checking which work is included. Building the shell, completing the interior and installing essential systems carry separate costs.

A 30,000-Manat Shell

Real estate expert Elnur Farzaliyev said basic construction costs about 300 manats per square meter. At that rate, the shell and rough construction work for a 100-square-meter house would cost about 30,000 manats.

Finishing work would add at least 200 manats per square meter, he said, while higher-quality materials and more expensive work could push that figure to 500 or 600 manats. For the same 100-square-meter house, finishing alone could therefore cost from 20,000 to 50,000-60,000 manats.

The report estimated that a fully completed 150- to 160-square-meter house could cost between 125,000 and 160,000 manats. Depending on the quality of materials and the complexity of the work, the total price may reach 1,500 manats per square meter.

Land Can Cost More Than the House

Farzaliyev said location is one of the biggest variables in the final cost. In central areas of Baku, one sot - 100 square meters - of land can cost from 100,000 to 500,000 manats, while listings on the outskirts begin at about 5,000 manats per sot.

Those figures are the expert’s estimates rather than a single market rate, but they illustrate why two similar houses can have sharply different overall prices: construction costs may be comparable while land values vary many times over.

Labor Is Cheaper Outside Baku

Labor can be less expensive outside the capital. The report cited formwork rates of 15 to 20 manats per square meter in Baku, compared with offers of 12 to 13.5 manats in the regions. Specialists said material prices, however, do not differ significantly, so building outside Baku does not necessarily reduce the entire budget by the same proportion.

One builder estimated that constructing and finishing a home of about 60 square meters would cost 55,000 to 60,000 manats. Of that amount, about 6,000 to 7,000 manats would go toward the foundation and plinth.

Builders also pointed to higher material costs. The price of cut stone, for example, doubled over three years from 50 gapiks to 1 manat per piece, according to the comparison cited in the report.

What Low-Cost Offers May Exclude

Farzaliyev said some homes offered for 25,000 to 30,000 manats may have been built with used construction materials. He presented that as an assessment of part of the low-cost market, not as a description of every inexpensive home.

For buyers and people commissioning a house, the central question is what the quoted price covers. A complete estimate should account for the foundation, walls, roof, electrical work, plumbing, windows, doors and finishing. Without that detail, an offer of only a few hundred manats per square meter may represent just the first stage of the project.
