BAKU, Azerbaijan - Azerbaijan should reconsider the notarial procedures required when a car owner allows a relative or another trusted person to use a vehicle temporarily, transport expert Eldaniz Jafarov said.
Jafarov argued that the country’s growing range of digital government services makes it possible to confirm an owner’s consent through a simpler process, particularly when a car is shared within a family. His comments were reported by Vesti Baku from a video discussion.
Rental Services Prompt Comparison
Jafarov pointed to online rental services that allow customers to book and receive temporary use of a vehicle without arranging a separate notarized power of attorney. He said similar technology could support more flexible authorization for privately owned cars.
The comparison does not mean the legal requirements for a private vehicle have been abolished. A rental agreement and permission to drive another person’s car rest on different legal grounds, and the existing rules remain in force.
Digital Authorization Already Available
Azerbaijan’s Justice Ministry lists powers of attorney for the use and disposal of vehicles among the services available through the Mobil Notariat application. The ministry says users can complete covered notarial actions remotely.
The official ASAN service page currently lists a 5-manat state fee and a 0.75-manat service charge when authorization to use a vehicle is issued to a spouse, child, parent, grandparent, grandchild or sibling. For other individuals and legal entities, it lists a 10-manat state fee and a 1.50-manat service charge.
The Mobil Notariat website notes that discounted treatment for close relatives may not yet be applied online when the family relationship cannot be established automatically.
Jafarov’s proposal therefore goes beyond putting an existing procedure online. He is calling for officials to review whether notarization itself remains necessary in every temporary-use case and to study faster alternatives used abroad.
