BAKU, Azerbaijan - Electronic public procurement saved Azerbaijan 453.7 million manats ($266.9 million) in the first eight months of 2026, equal to 14.4% of the estimated value of the purchases, according to the country’s antimonopoly agency.
Orkhan Mammadov, deputy head of staff at the State Service for Antimonopoly Supervision and Consumer Market Control, presented the figures at the “Digital Financial Ecosystem: A New Stage in Management” conference.
The savings were calculated as the difference between the estimated and approved prices of electronic procurements. Mammadov attributed the result to competitive mechanisms, price optimization and more efficient use of public funds.
Competition Remains Limited
The number of electronic procurements in January through July rose 0.3% from the same period of 2025. Open competitions attracted an average of 1.5 participants, highlighting the continuing challenge of expanding competition and improving access for small and medium-sized businesses.
The E-tender portal has been integrated with the electronic-contract subsystem, allowing procurement and contract information to move automatically between the platforms.
Artificial intelligence is also being used to warn procuring entities about potentially restrictive conditions in tender documents. Final decisions remain with the relevant oversight authorities.
Suppliers can submit complaints digitally and monitor their status. Electronic documents may be signed using Asan Imza, SIMA Token or SIMA Imza.
