Apartments in Shusha residential complexes built by the Azerbaijani government for returning displaced families have appeared on local rental platforms, with daily rates ranging from 100 to 150 manats ($59–$88).
According to listings reviewed by AZE.US, the properties include:
- An 83-square-meter two-bedroom apartment for 120 manats ($71) per day;
- An 83-square-meter three-bedroom apartment for 150 manats ($88);
- A 110-square-meter two-bedroom apartment for 110 manats ($65);
- An 80-square-meter three-bedroom apartment for 150 manats ($88);
- A 100-square-meter three-bedroom apartment for 100–150 manats ($59–$88);
- A 100-square-meter two-bedroom apartment for 100 manats ($59).
Most two-bedroom apartments are advertised for 100–120 manats per day, while three-bedroom units are generally offered for about 150 manats.
Can These Apartments Be Rented Out?
The homes in Shusha’s new residential developments were constructed with state funds and allocated to former internally displaced persons under Azerbaijan’s “Great Return” program.
Under rules approved by Cabinet of Ministers Resolution No. 65 dated February 24, 2017, recipients of temporary housing are not permitted to sell, donate, transfer or rent out the properties provided to them. The apartments must be used for residential purposes by the designated occupants.
If the advertised properties were allocated under these conditions, renting them out commercially could violate the applicable regulations.
However, the publication of an online listing alone does not prove that it was posted by the official recipient of the apartment or that a rental transaction actually took place. The identity of the advertisers and the legal status of each property would need to be established before definitive conclusions could be drawn.
More Than 1,400 Residents Resettled in Shusha
Since May 10, 2024, a total of 1,411 people representing 377 families have reportedly been resettled in Shusha.
The city’s first new residential complex includes 23 apartment buildings containing 450 units.
The appearance of daily rental listings raises questions about oversight of state-provided housing intended to support the permanent return of displaced families rather than operate as short-term tourist accommodation.
