Azerbaijani President Ilham Aliyev and Russian President Vladimir Putin had a brief encounter in Bishkek on August 31, amid a period of strained relations between Baku and Moscow.
The two leaders met ahead of the opening ceremony of the VI World Nomad Games in the Kyrgyz capital.
Footage from the event showed Putin greeting Aliyev and Azerbaijan’s First Lady Mehriban Aliyeva. The two presidents shook hands and spoke briefly while standing.
As of the latest official updates, neither Baku nor Moscow has announced a separate bilateral meeting between Aliyev and Putin or disclosed the substance of their brief conversation.
Contact Draws Attention Amid Tensions
Even a short encounter between the two presidents carries political significance given the difficulties that have emerged in Azerbaijan-Russia relations.
Aliyev has held an intensive series of diplomatic meetings during his visit to Bishkek, including talks with Armenian Prime Minister Nikol Pashinyan.
The Aliyev-Pashinyan meeting produced a considerably more detailed agenda, including discussions on the next practical steps toward implementing the Trump Route for International Peace and Prosperity (TRIPP), border delimitation, trade, energy cooperation and transit.
The contrast is notable: while Baku and Yerevan publicly outlined concrete areas for further cooperation, the Aliyev-Putin contact has so far remained limited to a brief public interaction, with no formal bilateral negotiations announced.
Putin is also holding a series of meetings with foreign leaders during the gathering in Bishkek.
Whether Aliyev and Putin will hold separate talks remains a key question. Such a meeting would attract significant attention given the current state of relations between Azerbaijan and Russia.
