Former Azerbaijani Education Minister Misir Mardanov has expressed support for the idea of introducing a standard uniform for teachers, saying it could strengthen discipline and help restore traditions within the country’s education system.
“If we can ensure that teachers wear a standard uniform, it would be a very positive development,” Mardanov said in comments to Moderator.az. “Making a decision is easy; implementing it is difficult.”
Mardanov, who currently heads a department at the Faculty of Mechanics and Mathematics at Baku State University, said stronger discipline could also have a positive effect on the learning environment.
However, he stressed that dress rules and discipline alone would not resolve the wider problems affecting the quality of education.
According to Mardanov, universities must consider their actual capacity before increasing student enrollment. Institutions should have enough qualified instructors, classrooms, laboratories and other necessary resources to provide proper education.
He recalled that during the Soviet period, a commission inspected a university’s teaching staff and facilities before authorizing it to introduce a new academic program.
“Unfortunately, both during my time in office and afterward, these matters were not always treated with the necessary seriousness,” Mardanov said.
“If a university increases enrollment by 50 students, it must have the capacity to educate them. Otherwise, such decisions will have a negative impact on the quality of education.”
