BAKU, Azerbaijan — Azerbaijan has prepared a draft Civil Service Code containing 15 chapters and 94 articles, with six existing laws proposed for repeal when the code takes effect.
The document was discussed by the Milli Majlis Committee on Legal Policy and State Building.
The code would consolidate rules governing entry into the civil service, career progression, pay, ethics and social protections into a single legal act.
Six Laws Would Lose Force
The draft provides for the repeal of the laws on civil service, approval of the regulations governing the Civil Service Management Council and ethical conduct for civil servants, as well as separate acts covering reduced working hours and coefficients applied to official salaries.
Exam Certificates Would Be Valid for Two Years
The validity of certificates issued after civil-service test examinations would be reduced from five years to two. Certificates already issued would remain valid until the expiration date printed on them.
A candidate holding a valid certificate could register free of charge for interviews for no more than five vacancies a year. Additional registrations would require payment.
The state budget would cover the testing fee for first-time candidates, people with disabilities sustained while defending Azerbaijan’s territorial integrity, independence and constitutional order, and members of the families of fallen service members.
