Two former heads of the Kangarli district mobilization and conscription office in Azerbaijan’s Nakhchivan Autonomous Republic have been sentenced to at least eight years in prison in a bribery case.

Lt. Col. Maftun Khalilov received eight years and Maj. Habil Niftaliyev eight years and two months, APA reported Oct. 20. Both men were taken into custody in the courtroom.

The Nakhchivan Autonomous Republic’s Military Court delivered the verdict at a hearing presided over by Judge Sakhavat Huseynov.

Khalilov had headed the Kangarli district department of the State Service for Mobilization and Conscription’s Nakhchivan main administration. Niftaliyev succeeded him after he was removed from the post.

According to APA, both men were accused of repeatedly taking bribes from citizens. Military prosecutors brought charges under Articles 311.3.1 and 311.3.2 of Azerbaijan’s Criminal Code, covering bribe-taking by a group acting in prior collusion and repeated bribe-taking.

At a preliminary hearing in December 2025, the defendants had been placed under preventive measures that did not involve detention, Vesti Baku reported. The new verdict imposes custodial sentences on both men.
