Pashinyan Targets 2027-2028 for Azerbaijan Peace Treaty

YEREVAN, Armenia - Armenian Prime Minister Nikol Pashinyan said on Oct. 22 that Armenia and Azerbaijan should sign a peace treaty in 2027 or 2028, narrowing the timetable he had outlined a week earlier.

“To be precise, I believe that we should sign the agreement in 2027-2028. We should work with Azerbaijan,” Pashinyan told reporters.

On Oct. 15, Pashinyan had said the goal was to sign and ratify the agreement by 2031. His latest statement sets out a more specific target but does not indicate that the two countries have agreed on a signing date.

The agreement on establishing peace and interstate relations was initialed by the Armenian and Azerbaijani foreign ministers in Washington in August 2025. It still requires formal signature and ratification.

Azerbaijan has repeatedly said legal obstacles must first be removed, including provisions in Armenia’s Constitution that Baku views as containing territorial claims against Azerbaijan.
