Russian Strikes Kill Eight in Ukraine, Cut Power to More Than 1 Million

Russian attacks across Ukraine killed at least eight people and injured 60 on Oct. 16, while strikes on the energy grid disrupted electricity for more than 1 million residents, Ukrainian authorities said.

The attacks reached nine regions, according to the Associated Press. A nationwide casualty count compiled by local officials and reported by Reuters put the toll at eight dead and 60 wounded.

Two people were killed in Kharkiv, while attacks in Kramatorsk in the Donetsk region killed two more. Two people died in the southeastern Dnipropetrovsk region, one was killed at a food-processing facility in Volyn, and another died when drones struck a major shopping center and other sites in Rivne, officials said.

In Kharkiv, Gov. Oleh Syniehubov identified the dead as a 71-year-old woman and a 58-year-old man. Twelve people were wounded in attacks on three districts of the city, and nine more were injured in subsequent strikes later in the day.

Power Restored to More Than 1 Million

Ukraine’s Energy Ministry said repair crews restored electricity to more than 1 million people who lost service after Friday’s attacks. Officials did not say how many residents remained without power.

In Volyn, a region bordering Poland, Gov. Roman Romaniuk said about 370,000 people temporarily lost electricity. Service was later restored to 100,000 of them. Lutsk Mayor Andriy Razumovskyi warned that the blackout in the regional capital could last at least 24 hours.

Drone attacks also struck a customs terminal in Kovel and set fire to about 10 trucks, according to regional authorities. Shopping centers in Sumy and Rivne were among the civilian sites hit. Seven people were wounded in Rivne, where large parts of the city and surrounding area lost power after energy infrastructure was damaged.

The attacks followed the collapse of a brief pause in strikes on energy-related targets. Kyiv said Moscow had continued attacking Ukrainian energy facilities and resumed strikes on Russian oil refineries. The Kremlin said the terms of an energy truce had not been agreed.

U.N. Reports Sharp Rise in Civilian Casualties

A September report by the U.N. Human Rights Monitoring Mission in Ukraine verified that 328 civilians were killed and 2,105 were wounded during the month. The combined toll was 85% higher than in September 2025.

From January through September 2026, the mission recorded 2,570 civilian deaths and 15,211 injuries, a combined increase of 59% from the same period a year earlier. Missiles and long-range drones caused 53% of civilian casualties in September.

The U.N. figures cover the period before the Oct. 16 attacks and do not include their casualties. The mission also cautioned that it faces verification limits in areas to which monitors do not have access.
