BAKU - Azerbaijan considers changes to provisions in Armenia’s Constitution that it interprets as territorial claims the final unresolved issue before a definitive peace agreement can be signed.
Hikmet Hajiyev, foreign policy adviser to President Ilham Aliyev, made the statement on Oct. 2 at the CAMCA 2026 Regional Forum in Baku, according to Vesti Baku.
Peace Must Extend Beyond Governments
Hajiyev said Azerbaijan wants peace not only between the two governments but also between Azerbaijani and Armenian societies after decades of conflict. He described the task as preserving the security now in place and building a durable regional peace architecture.
He said constitutional reform is Armenia’s internal affair and that Baku does not intend to interfere in the process. Azerbaijan nevertheless expects language it sees as an obstacle to a final agreement to be removed.
Concern Over Revanchist Sentiment
Hajiyev also said Baku was concerned by what it views as revanchist attitudes among part of Armenia’s younger generation and urged the Armenian government to prepare society for peaceful coexistence.
The remarks add a public-society element to Azerbaijan’s longstanding position that a signed document alone will not be enough without broader acceptance of peace.
