One million YouTube views can produce very different amounts of money. There is no single rate for popularity: earnings depend on the audience, video format and advertising demand. The figure shown in a channel’s analytics also does not reveal how much a creator keeps after production costs and mandatory payments.
Two developments now matter for content creators in Azerbaijan. YouTube has announced higher advertising-monetization thresholds from February 2027, while Azerbaijan’s State Tax Service has clarified when a self-employed creator may qualify for an exemption covering 75% of income for income-tax purposes.
Can Creators Monetize YouTube in Azerbaijan?
Yes. Azerbaijan is included in YouTube’s list of countries where the YouTube Partner Program, or YPP, is available. A creator does not need to register the channel through an acquaintance abroad.
Under the rules in force in October 2026, access to advertising revenue requires at least 1,000 subscribers and one of the following:
- 4,000 valid public watch hours from long-form videos over the previous 12 months; or
- 10 million valid public Shorts views over the previous 90 days.
Watch time from the Shorts feed does not count toward the 4,000-hour requirement. Reaching the threshold allows a creator to apply; YouTube then reviews the channel. The creator must also comply with platform policies, have no active Community Guidelines strikes, enable two-step verification and advanced features, and link an AdSense for YouTube account.
Why 500 Subscribers Are Not Enough
Online advice often says monetization begins at 500 subscribers, but that claim needs qualification for creators in Azerbaijan. YouTube’s expanded early-access program operates only in selected countries, and Azerbaijan was not included in the published list when checked.
Even where early access is available, 500 subscribers plus additional performance requirements unlocks certain fan-funding and Shopping features. The higher thresholds still apply to advertising-revenue sharing. Creators should check the Earn tab in YouTube Studio to see which products are available to their channel.
What Changes in February 2027
YouTube says that from Feb. 1, 2027, new applicants for ads and Premium revenue sharing will still need 1,000 subscribers, but must also meet one of the following performance thresholds:

The new entry thresholds do not remove channels already in YPP. Existing participants must, however, accept updated terms for the relevant monetization modules by Jan. 31, 2027 to keep earning from them.
A separate change applies to Shorts: to receive monthly revenue from the Shorts Creator Pool, a channel will need to maintain 10 million qualified Shorts views over the previous 90 days. Falling below that level will not by itself remove a channel from YPP or stop revenue from long-form videos.
How Much Can One Million Views Earn?
There is no universal rate for what YouTube pays in Azerbaijan. Audience geography matters because advertisers compete for viewers in different markets at different prices.
The more useful channel metric is RPM, or revenue per 1,000 views after YouTube’s share. It should not be confused with CPM, which reflects the advertiser’s cost per 1,000 ad impressions. RPM can incorporate several YouTube revenue sources, but it does not include ordinary direct sponsorships or revenue from a creator’s own services. Shorts calculations use engaged views.
The figures below are mathematical scenarios for long-form videos, not average rates for Azerbaijan:

The formula is: views divided by 1,000, multiplied by RPM. The result does not yet account for Azerbaijani taxes, bank charges or possible withholding from the payment.
Suppose a creator wants monthly revenue of 1,500 manats. At an assumed RPM of 3 manats, that would require 500,000 views. If producing the content costs another 500 manats, covering that expense would require about 167,000 additional views. Mandatory payments would raise the required revenue further.
A channel’s financial plan should therefore begin with costs and its own revenue analytics. Subscriber numbers alone do not show whether the work is financially sustainable.
What Topics Can Support a Channel?
A practical starting point for an Azerbaijani creator is a subject for which viewers seek a concrete answer: the cost of home repairs, choosing a car, apartment documentation, education, employment, household services or travel inside the country.
This is an editorial assessment, not a profitability ranking. Such subjects make it possible to produce useful series: compare prices, show documents, test sellers’ claims and return to conditions that have changed.
Instead of a general real-estate video, for example, a creator could break down an apartment-renovation budget using receipts and several material options. Instead of an emotional argument about cars, a video could document the maintenance cost of specific models.
That approach gives viewers a reason to return and helps the creator identify which topics generate lasting interest and how much each episode costs to produce. Direct sponsorships, the creator’s own services and products can provide additional revenue, but should be tracked separately from platform income.
Reuploads and Template-Based AI Videos Can Lose Monetization
Reaching the view threshold does not guarantee approval. YouTube reviews whether content is original and adds value.
On July 15, 2025, the platform clarified its policy on repetitive content and renamed it the policy on inauthentic content. It covers repetitive and mass-produced material. Simply reading other people’s texts, publishing nearly identical videos from one template, or reusing footage without substantial original treatment can lead to a monetization refusal.
Using artificial intelligence does not automatically disqualify a video. The creator’s contribution, substantive treatment and compliance with platform rules matter. Permission from a copyright owner does not by itself guarantee that the separate reused-content review will be passed.
What Taxes Apply to YouTube Income in Azerbaijan?
Azerbaijan’s State Tax Service treats the YouTube and AdSense income model described in its guidance as entrepreneurial activity. Before beginning that activity, a person must register as a taxpayer and obtain a VÖEN tax identification number.
For an individual conducting business without forming a legal entity, the basic income-tax rate is 20% of taxable income. It is incorrect to apply that rate automatically to every bank receipt without first establishing the tax base and accounting for eligible expenses.
Can a Creator Claim the Exemption Without Three Employees?
In a response dated July 23, 2026, the State Tax Service explained how the exemption under Article 102.1.30-1 may apply to a prospective YouTube creator.
If the activity qualifies as an advertising service covered by the article and annual income does not exceed 45,000 manats, 75% of that income may be exempt from income tax. The requirement to employ three workers does not apply to this exemption.
If the entrepreneur also conducts other activities, income from the listed preferential activities must account for at least 50% of total annual income. The classification should be confirmed from the actual contracts and supporting documents.
The same guidance says that, in the model described - income only from YouTube while providing services to another legal entity - the simplified tax cannot be used. A creator should not choose the 2% simplified-tax rate merely because the channel is small.
In a hypothetical example, a taxable amount of 10,000 manats before the exemption would produce 2,000 manats in tax at a 20% rate. If the 75% exemption legally applies to the same initial base, the calculation produces 500 manats. That illustrates the mechanism; it is not a complete calculation of every obligation for a particular creator.
Social Insurance Must Be Calculated Separately
From Jan. 1, 2026, compulsory state social insurance for entrepreneurial activity is calculated at 2% of gross income before expenses, with a floor of 15% and a ceiling of 100% of the monthly minimum wage, according to State Tax Service guidance.
The 2% social-insurance contribution and the 2% simplified tax are different payments. Creators should also check compulsory medical-insurance and filing obligations for their form of work.
Why the Bank Deposit May Be Lower Than YouTube Analytics
Google requires tax information from all monetizing creators. When valid information is provided, U.S. tax withholding, where applicable, concerns revenue generated from viewers in the United States, with the rate depending on the recipient’s information and any applicable treaty benefit.
If an individual account holder does not provide the required information, withholding can reach 24% of worldwide earnings. Creators should verify their rate in AdSense for YouTube payment settings. U.S. withholding does not replace Azerbaijani tax obligations.
Google lists wire transfer among the payment methods available for Azerbaijan. For a U.S.-dollar payments account, the standard payment threshold is $100, provided there are no payment holds and the account requirements have been completed.
No single bank fee applies to every creator. Before selecting an account, creators should check charges for incoming international transfers, possible correspondent-bank fees and currency-conversion terms.
What to Check Before the First Payment
- Open the Earn tab in YouTube Studio and confirm which products are available to the channel.
- Complete identity, address and payments-account verification.
- Submit Google tax information and check the withholding rate.
- Obtain a VÖEN and confirm the tax regime and eligibility for any exemption.
- Keep AdSense reports, bank statements and expense documentation.
- Track platform advertising, sponsorships and other income separately.
For a creator in Azerbaijan, YouTube becomes economically meaningful when useful videos build a returning audience and revenue covers production and mandatory payments. That is what turns one successful video into sustainable work.
