Azerbaijan Introduces Bill to Protect Corruption Whistleblowers

Azerbaijan’s parliament has received a separate bill aimed at encouraging and protecting people who report corruption-related offenses.

The measure, titled “On the Encouragement and Protection of Persons Reporting Corruption-Related Offenses,” is scheduled for discussion on Oct. 6 at a joint meeting of the Milli Majlis Committee on Defense, Security and Counter-Corruption and the Committee on Legal Policy and State Building, according to Report.az and APA.

The proposal has not become law. As of Oct. 5, lawmakers and the agencies reporting on the measure had not published the full text, including the specific protection mechanism, eligibility for incentives or procedures for reviewing reports.

Azerbaijan already has provisions in its Law on Combating Corruption covering people who report corruption offenses, including possible protection measures when reporters or close relatives face credible threats. The new standalone bill could clarify guarantees for whistleblowers and the responsibilities of government agencies, but its legal effect will depend on the final language and parliamentary approval.

The parliament’s autumn legislative plan, approved Sept. 30, listed both the whistleblower measure and a separate bill on free legal aid.
