East Zangezur Industrial Output Up 12-Fold Since 2022, Down 5.4% in 2025

Industrial enterprises in Azerbaijan’s East Zangezur economic region produced goods and services worth 86.29 million manats (about $50.8 million) in 2025. Output was 12 times higher than in 2022, but fell 5.4% from 2024.

The calculations are based on data from Azerbaijan’s State Statistical Committee, as reported by Vesti Baku.

The region had 51 industrial enterprises in operation, an increase of 34.2% from 2024 and 2.6 times the number recorded three years earlier.

Lachin Accounts for Most of the Region’s Output

Lachin district recorded the largest result at 59.54 million manats ($35.0 million), representing about 69% of East Zangezur’s total industrial output. The figure declined 8.2% from the previous year, but was 27 times the 2022 level.

Kalbajar district produced goods and services worth 13.77 million manats ($8.1 million). That was 8.1% lower year over year and 16 times higher than in 2022.

Zangilan posted the strongest annual growth. Its industrial output rose 87% to 5.02 million manats ($2.95 million), six times the 2022 level.

Output in Gubadli reached 4.38 million manats ($2.58 million), down 22.6% from 2024 but 12 times higher than three years earlier. Jabrayil ended the year at 3.58 million manats ($2.11 million), up 18.6% year over year and 25% from 2022.

Rapid Expansion From a Low Base

The data show a fast expansion of the region’s industrial base as infrastructure is restored and commercial activity returns. At the same time, the overall decline in 2025 indicates that the multiple increase from the low 2022 base has not yet translated into uninterrupted annual growth.
