BAKU, Azerbaijan - Azerbaijani authorities have investigated eight criminal cases involving alleged violations in military conscription since the start of 2026, including cases in which incomplete medical examinations or incorrect diagnoses allegedly led to people with health problems being sent into the armed forces.
The Prosecutor General’s Office said reviews covered 124 officials and 121 other people whose possible involvement in unlawful activity was examined using information supplied by the State Service for Mobilization and Conscription and complaints filed by citizens.
Investigations in five criminal cases involving eight defendants have been completed and sent to court, according to the prosecutor’s statement. Six defendants were arrested and suspended from their posts, while two others were placed under police supervision.
Three investigations remain open. In one of those cases, two suspects were arrested and removed from their positions.
Medical Reviews of Conscripts
Commission-based forensic medical examinations were ordered for nine conscripts in connection with three cases. One was found fit for military service, two qualified for deferments and examinations of the remaining six were continuing.
Prosecutors said some medical examinations had not been completed or diagnoses had been recorded incorrectly. In some instances, people with health conditions were sent into military service and later discharged early.
Authorities sent 32 formal submissions to government bodies seeking corrective action. Two conscription-service employees faced disciplinary action. Warnings were issued to four doctors, 10 officials and one other citizen.
The opening of a criminal case or the filing of charges does not establish guilt. Courts will make the final decisions in the cases submitted for trial.
