BAKU, Azerbaijan - The rapid development of artificial intelligence is creating new challenges for intellectual property systems and requires a careful balance between technological progress, protection of creators and the public interest, Azerbaijani President Ilham Aliyev said Oct. 12.
Aliyev made the remarks in a written address to the second meeting of the heads of intellectual property institutions of member states of the Organization of Turkic States, held in Baku.
He said governments should make effective use of the opportunities created by AI, digitalization and other technologies while reliably protecting the rights of authors and inventors, encouraging innovation and accounting for society’s interests.
Aliyev said Azerbaijan is taking measures to expand the use of artificial intelligence, strengthen scientific research and develop the skilled workforce needed for the country’s digital transformation.
Shared Cultural Heritage
The president also called for joint action to protect the common cultural heritage of Turkic peoples and prevent its misappropriation or distortion.
He said the intellectual property agencies’ meeting could deepen institutional cooperation and help the Turkic world remain globally competitive. The first meeting of the agencies’ leaders was held in Bishkek in 2025.
The address outlined policy priorities and areas for cooperation. It did not announce a new law or a finalized multinational mechanism governing artificial intelligence and intellectual property.
