Azerbaijan is completing a package of more than 120 proposed amendments, comments and recommendations aimed at regulating crypto-assets, according to a banking industry representative.
The document has not yet been adopted and is undergoing final coordination with government agencies, Rasim Hammadov, a member of the Azerbaijan Banks Association and a board member of the Azerbaijan Fintech Association, told Report.
After the agencies submit their opinions, the Central Bank of Azerbaijan is expected to send the package to the Milli Majlis, the country’s parliament. Hammadov said the coordination process could take one to two months and that lawmakers may discuss the proposals by the end of 2026.
A working group plans to revise the document by November. Its work covers three areas: comparing Azerbaijan’s market with international practice, evaluating rules in force since 2024 and aligning the framework with the Central Bank’s 2027-2030 strategy.
Specific requirements in the package have not been made public.
