Azerbaijan plans to cover up to 70% of transportation costs for non-oil and gas exports, part of a package aimed at cutting business costs and supporting export growth, First Deputy Economy Minister Elnur Aliyev said.

Aliyev announced the planned mechanism on October 14 at the Third National Competition Forum in Baku, according to APA. The proposals were first summarized in Russian by Vesti Baku.

The government also plans to reimburse part of the customs-clearance payments made by small and midsize exporters. Detailed eligibility rules and a launch date have not yet been announced.

Existing and Planned Support

A separate mechanism already covers 70% of the cost of transporting goods produced in Nakhchivan to other parts of Azerbaijan, Aliyev said.

Outside Baku and Absheron, the state subsidizes half the interest charged on business loans. State guarantees may cover up to 90% of loan principal for projects in the territories retaken by Azerbaijan and up to 50% in other regions.

Starting in 2027, the government plans to cover half the cost of connecting industrial and agricultural facilities to the electricity grid.

9.13 Billion Manats in Planned Investment

The investment-promotion mechanism has been extended through 2029 and covers 17 strategic sectors. As of September 1, authorities had issued 633 investment-promotion certificates to 528 businesses.

The projects covered by those documents envisage 9.13 billion manats ($5.37 billion) in investment and approximately 47,000 new jobs.

Aliyev said the Azerbaijan Business Development Fund provided 223 million manats in concessional loans to about 4,300 projects during the first eight months of 2026. Non-oil and gas exports rose 17.4% in January through September and exceeded $2.8 billion.
