Azerbaijan Creates Unified System for Telecom and Postal Oversight

Must read

President Ilham Aliyev has signed a decree creating Azerbaijan’s “Digital Communications” information system, which will centralize regulation and oversight across telecommunications, postal services and other communications activities.

The decree and accompanying regulations, published on October 15, establish the system’s legal, organizational and technological framework, according to the presidential website.

What the Unified System Will Do

The system is intended to make sector oversight faster, more efficient and transparent, organize regulatory data and improve access to services and stored information.

It will support electronic interaction with central and local executive authorities, state-owned companies, public entities, budget organizations and municipalities, as well as individuals and private companies.

Its subsystems cover operator and provider registration, public appeals, data collection, licensing and permit procedures, radio spectrum, numbering resources, service-quality testing, geographic information and universal telecommunications services.

The Ministry of Digital Development and Transport will own the system, while the ministry’s Information and Communication Technologies Agency will operate it, according to Report.

Documents and data created, received and stored in the platform will be the property of the Republic of Azerbaijan. Personal data must be processed under the country’s applicable legislation.

The Cabinet of Ministers was instructed to resolve issues arising from the decree. The document did not announce a single launch date for every service.
