Armenia is already linking some of its strategic projects to peaceful and mutually beneficial relations with Azerbaijan, Azerbaijani MP Rasim Musabekov said in an interview with Daily Europe Online.

Commenting on reports that Armenia will use Azerbaijan’s telecommunications infrastructure, Musabekov said this does not mean that all Armenian internet traffic will now pass through Azerbaijan.

According to him, Armenia is connecting to a major fiber-optic route that links Europe and Asia through the Black Sea, Georgia, Azerbaijan and further toward Kazakhstan.

“This is an important step. It means that they are even linking their strategic projects to peaceful, mutually beneficial relations with Azerbaijan,” Musabekov said.

He added that Armenia’s interest in such infrastructure is also connected to plans to develop data centers and ensure more stable traffic in the eastern direction.

Musabekov said practical steps are now creating the material basis for peace between Baku and Yerevan. He pointed not only to telecommunications, but also to energy and transport-related processes.

According to the MP, Azerbaijan’s energy supplies reduce the possibility of Armenia being pressured through energy dependence. He said such steps help move both sides toward practical normalization.

Musabekov also addressed the issue of Armenia’s Constitution, which remains one of Baku’s key conditions for signing a final peace agreement. He noted that Armenia’s ruling Civil Contract party currently lacks a constitutional majority in parliament, making rapid constitutional changes difficult.

However, he said this should not block real work on improving relations.

“The less we focus on the formal question of changing or adopting a new Constitution immediately before signing a paper, the better. We need to deal with practical matters,” Musabekov said.

He added that Azerbaijan and Armenia are already working on border issues, the restoration of trade and economic ties, and civil society contacts. In his view, the media will also gradually become part of this process.

Musabekov also said it is important for Azerbaijan that the Armenian-Azerbaijani peace process is now under the attention of the United States.

According to him, this limits the ability of Russia, Iran and some European actors to interfere in the process or try to extract concessions from Azerbaijan in favor of Armenia.
