Azerbaijan Bill Proposes 20,000-Manat Payment to Families of Killed Whistleblowers

An Azerbaijani draft law would provide a one-time payment of 20,000 manats to the family of a corruption whistleblower, close relative or other relative killed because of a corruption report.

The bill would also provide a one-time payment of 10,000 manats if the whistleblower or a relative suffers bodily injuries linked to the report, according to details presented to Milli Majlis committees on October 6.

The proposed payments are part of a broader bill on encouraging and protecting people who report corruption-related offenses. Other provisions cover confidentiality, protection from retaliation, state-funded legal assistance and the right to seek compensation.

Who Would Fund the Payments

Under the proposal, the organization where the whistleblower works or provides services under an employment, civil-law or other agreement would finance the payment. Budget-funded bodies would use operating appropriations and off-budget revenue.

The measure is still a draft and is not yet law. Its final scope and implementation rules will depend on parliamentary approval and the enacted text.
