Azerbaijan should consider issuing driver’s licenses to new motorists for an initial probationary period before granting long-term licenses, transport expert Elmaddin Muradli told Bizim.Media, according to Pravda.az.
Muradli said the practice exists in many countries and could help assess how new drivers behave on the road after passing their exams.
“It would be more appropriate to introduce a rule under which driver’s licenses are first issued for a certain probationary period,” he said. “If a person proves himself during that time, does not commit serious traffic violations and is not involved in a major road accident, the license could later be issued for 10 years, as is the case for other drivers.”
The expert said Azerbaijan could study the use of such a system as part of broader efforts to improve road safety and driver training.
Muradli also noted that many candidates currently fail the practical driving exam. He said passing a theory test after studying traffic rules is one thing, while safely operating a vehicle in real traffic conditions requires practical skill.
“The current rules can be reviewed and improved in a certain form so that the professional level of drivers increases,” Muradli said.
