Azerbaijan will not provide separate state budget funding for routine repairs to homes allocated to returning residents in the country’s liberated territories.
The clarification was issued by the Service for Reconstruction, Construction and Management in Khankendi, Aghdara and Khojaly districts, AZE.US reports.
The agency said former internally displaced people are gradually returning to restored and renovated homes under government resettlement programs.
Some residents who have occupied the properties for more than a year have subsequently requested state funding for repairs related to normal wear and tear, according to the service.
No separate funding has been allocated in the state budget for such expenses.
Government funds will also not cover improvements to private household plots or the construction and repair of auxiliary structures such as sheds, chicken coops and other individually requested facilities.
The agency, however, drew a distinction between routine maintenance and defects that existed when a property was built or handed over.
Complaints involving substantiated construction faults or defects present at the time of delivery will be investigated under the applicable legal procedures.
The clarification means that the government remains responsible for restoring and initially providing homes under approved programs, while residents are expected to cover maintenance and repairs resulting from ordinary use.
The statement followed complaints posted by some residents on social media about the condition of the homes allocated to them.
