BAKU, Azerbaijan - Azerbaijan will raise the income-tax rate for employees in the private, non-oil and gas sector to 5% on taxable monthly income of up to 2,500 manats from Jan. 1, 2027, up from 3% in 2026.
For an employee earning 1,000 manats a month at their primary job, the monthly income-tax deduction will rise to 40 manats from 24 manats when the standard exemption is applied.
The change is the second stage of a transition adopted through amendments to the Tax Code in 2025. A seven-year tax incentive ended at the close of that year, after which income tax began to return in stages: 3% in 2026, 5% in 2027 and 7% from 2028 for the lowest income band.
The schedule is set out in an official explanation from Azerbaijan’s State Tax Service and in Article 101 of the Tax Code.
First 200 Manats Remain Exempt
Employees whose monthly income at their primary workplace does not exceed 2,500 manats will retain a standard exemption on the first 200 manats. That means the 5% rate will apply to 800 manats for a worker with a gross monthly salary of 1,000 manats.
The following calculations cover income tax at the primary workplace and include the standard exemption. They do not include any additional individual tax benefits.

If gross pay remains unchanged, an employee earning 1,000 manats a month will pay 192 manats more in income tax over the course of 2027. For a worker earning 2,000 manats, the annual difference will be 432 manats.
Higher-Income Brackets
For monthly taxable income from 2,500 to 8,000 manats, the 2027 tax will be 125 manats plus 10% of the amount above 2,500 manats. For taxable income above 8,000 manats, the formula will be 675 manats plus 14% of the amount exceeding 8,000 manats.
Without additional exemptions, that produces the following monthly income-tax amounts:
- 3,000-manat salary: 175 manats;
- 5,000-manat salary: 375 manats;
- 9,000-manat salary: 815 manats.
For employees in those higher brackets, the income-tax deduction will be 50 manats more per month than under the 2026 formulas.
Income Tax Is Not the Only Deduction
These figures cover income tax only. Mandatory social insurance, compulsory medical insurance and unemployment insurance are calculated separately when determining take-home pay. Individual exemptions may also change the final amount.
The practical effect is straightforward: if an employee’s gross salary does not change, the higher income-tax rate will reduce the amount received after deductions.
