Azerbaijan’s public schools will begin a phased transition to per-student financing in the 2026-2027 academic year under a decree signed by President Ilham Aliyev.
The new mechanism will allocate budget funds on a per-capita basis, using annual spending for each student. Higher coefficients will be applied to the base amount for different levels of general education.
The Cabinet of Ministers must determine the specific funding level per student and the procedure for applying the coefficients.
Rules Due Within One Month
The government was instructed to establish the financing rules for public general-education institutions under the new model within one month and report to the president.
The Ministry of Science and Education will prepare an annual list of schools moving to the per-student system and determine their enrollment in coordination with the Finance Ministry.
The transition will be gradual. The decree was issued as part of Azerbaijan’s 2022-2026 Socioeconomic Development Strategy.
