Property listings in Azerbaijan increasingly use the phrase “paket kupça.” It can suggest that all the paperwork is in order, but the phrase alone says nothing about a home’s legal status.
A kupça (çıxarış) is an extract from the state property register confirming registered rights to real estate. “Paket kupça” is not a separate type of official extract.
As Vesti Baku reports, sellers may use the phrase to describe documents for both a house and its land, or simply a collection of papers offered to a buyer. What matters is what each document actually confirms.
Real estate expert Firdovsi Khalilov advises buyers to establish exactly which property rights have been registered. When buying a private house, they should check the documents for both the building and the land, confirm the owner’s details and make sure the seller is entitled to complete the sale.
Buyers should also check for restrictions on the property. A home may be mortgaged or subject to a seizure order. A certificate from the state register showing whether such restrictions exist is required for notarizing a property sale, along with a document confirming ownership.
In short, “paket kupça” is neither a guarantee that a property is safe to buy nor, by itself, a sign of a problem.
Buyers should examine the extracts, establish whether they cover both the house and the land, and check for restrictions before completing the transaction.
