Germany and Ukraine Sign 15 Agreements Worth More Than €8.5 Billion

Germany and Ukraine signed 15 agreements and documents worth more than €8.5 billion during German Chancellor Friedrich Merz’s visit to Kyiv on Sunday, October 4, Ukrainian President Volodymyr Zelenskyy said.

Zelenskyy said most of the agreements cover security cooperation, weapons production and procurement, Ukrainian orders for German industry, and joint projects in Ukraine. The two countries also signed a separate agreement to expand cooperation against drones.

New Military and Energy Support

Berlin also announced a separate support package worth more than €1.35 billion. About €1 billion will go toward military assistance, while €350 million will support repairs and protection for Ukraine’s energy infrastructure ahead of winter.

According to The Associated Press, the military portion includes long-range strike weapons, combat drones and satellite technology. Zelenskyy said the energy assistance would help fund generators, substations and repair work.

The agreements mark a shift toward more joint German-Ukrainian production rather than relying only on deliveries of completed weapons. Reuters reported that the two sides were preparing agreements covering interceptor drones and the joint development and production of weapons with a range of more than 1,000 kilometers.

Merz traveled with a German business delegation that included representatives of Siemens Energy, Hensoldt, Diehl Defence and Quantum Systems. Berlin says closer industrial cooperation can strengthen Ukraine’s defenses while giving German companies access to Ukrainian experience in countering rapidly evolving drone threats.

Visit During Renewed Russian Strikes

The visit took place amid air raid alerts and new Russian attacks on Kyiv. Merz and Zelenskyy visited the damaged National Academy of Sciences building, where at least two people were killed in a recent drone strike, according to Reuters.

Merz urged Russian President Vladimir Putin to end the war and halt attacks on Ukraine. Moscow has said it would intensify strikes on Ukrainian military and military-industrial facilities and related infrastructure in response to Ukrainian attacks inside Russia.
