Russia has barred individuals from carrying more than 1 million rubles in cash from Russia to Azerbaijan, an amount equal to about 20,000 Azerbaijani manats.
The measure is set out in a decree signed by Russian President Vladimir Putin, Vesti Baku reported on September 29. The restriction also applies to member states of the Eurasian Economic Union, as well as Tajikistan and Uzbekistan.
Legal entities and individual entrepreneurs are prohibited from exporting cash rubles regardless of the amount. The decree provides for exceptions, although their use depends on conditions established by Russian authorities.
What Changed for Azerbaijan
Earlier Russian rules limited individuals to taking out cash rubles worth the equivalent of $100,000 when traveling to Eurasian Economic Union countries, subject to exceptions. The previous measure took effect on April 1, 2026, but did not cover Azerbaijan, Tajikistan or Uzbekistan.
The new order brings those three countries under the restrictions and sets a separate, lower threshold of 1 million rubles for individuals. Amounts above the limit may be prohibited unless an exception in the decree applies.
