Azerbaijan Pays 600 Manats at Childbirth, but Homemakers Miss Maternity Pay

Azerbaijan provides a one-time allowance of 600 manats (about $353) for every child born, regardless of whether the mother is employed. Homemakers, however, do not qualify for separate maternity payments tied to earnings and social insurance.

The distinction was explained by economist Elchin Rashidov in comments reported by Vesti Baku, citing Globalinfo.az.

The childbirth allowance is paid for each child. A family welcoming twins therefore receives 1,200 manats (about $706).

Azerbaijan’s Ministry of Labor and Social Protection confirms that the 600-manat payment is assigned automatically after the birth is officially registered. The ministry says the benefit is paid for every child in multiple births and does not require a separate application when the electronic assignment can be completed.

Working women who meet the social-insurance requirements can also receive maternity benefits during pregnancy and childbirth leave. Under rules in effect since May 1, 2026, eligibility generally requires at least six months of social-insurance coverage. The payment is calculated using the insured worker’s average daily earnings over the previous four consecutive quarters and the number of calendar days covered by maternity leave, according to the ministry’s official guidance.

Women who are not employed and do not have the required insurance record do not receive that earnings-based maternity payment. Rashidov said Azerbaijan could consider a separate financial-support mechanism for homemakers after childbirth, but he did not announce any adopted measure or new benefit.

After maternity leave, an insured parent or caregiver may take partially paid social leave until a child turns 3. The monthly allowance is 44 manats (about $26) until the child reaches 18 months and 28 manats (about $16) from 18 months to age 3, the ministry says in its childcare-benefit rules.

The practical result is that homemakers are already covered by the universal 600-manat payment at childbirth, but any additional compensation for the maternity income they do not receive remains a proposal rather than government policy.
