Armenia Says Enclave Exchange With Azerbaijan Is One Option

Must read

Armenia is considering an exchange of enclaves and exclaves with Azerbaijan as one possible way to settle the border question, Foreign Minister Ararat Mirzoyan said, though the two countries have not announced an agreed mechanism.

Mirzoyan said an exchange was possible but that Baku and Yerevan could choose other solutions. He did not identify the territories under discussion, explain how their areas might be calculated or say how far negotiations had advanced, according to APA.

Pashinyan Floats Equal-Area Exchange

The remarks followed a proposal by Armenian Prime Minister Nikol Pashinyan to draw the border so that neither country would retain enclaves or exclaves inside the other. His formula calls for exchanging territories of precisely defined, equivalent size.

Pashinyan also said delimitation and demarcation should be based on the 1991 Alma-Ata Declaration and that transport links between Armenia and Azerbaijan should be opened.

Mirzoyan’s comments show that Yerevan is treating a territorial exchange as a practical option, not only as a political concept. Azerbaijan had not publicly accepted that formula or confirmed agreed parameters as of publication.

The enclave question is part of the broader border-delimitation process and efforts to complete a peace agreement. Any settlement would require exact territorial measurements and arrangements covering legal jurisdiction, access, security and infrastructure.
