Azerbaijan is discussing the introduction of unified clothing requirements for teachers in state general education institutions.
The issue was included on the agenda of a meeting of the Science and Education Committee of the Milli Majlis and is reflected in proposed amendments to the law “On General Education.”
Under a new provision proposed for Article 12.13 of the law, clothing requirements may be established for teachers working in state general education institutions.
Azerbaijan already has a unified school uniform system for students. Supporters of the initiative say school uniforms help reduce the visible impact of social and economic differences among pupils, lower the risk of discrimination and strengthen a shared school culture.
Lawmakers say a similar approach to teachers’ appearance could also help create a more professional and businesslike environment in schools.
During the committee discussion, it was noted that a teacher’s appearance affects not only the teacher’s own image, but also the public reputation of the school.
At the same time, the proposal is not presented simply as a formal uniform requirement. Officials emphasized that teachers’ clothing should be appropriate for the working environment, should not interfere with their daily work and should not distract students from the learning process.
Lawmakers also said a neat and simple business style could help students develop a proper understanding of dress, appearance and how clothing should be chosen for different situations.
The committee noted that after legal standards were established for school uniforms for students, setting business dress standards for teachers could be seen as another step aimed at improving the professional environment in educational institutions.
For now, the matter remains a legislative proposal under discussion. If the amendments are adopted, the specific rules for teachers’ dress code are expected to be determined separately.
