Azerbaijani President Ilham Aliyev has thanked U.S. President Donald Trump for sending him a memorandum extending the waiver of Section 907 of the Freedom Support Act.

In a post on X, Aliyev said the memorandum was sent as a commemorative gift and included Trump’s personal inscription and “kind words.”

“Dear President Donald Trump, I would like to express my sincere gratitude to you for sending me, as a commemorative gift, the memorandum on extension of waiver of Section 907 of the Freedom Support Act, accompanied by your personal inscription and kind words,” Aliyev wrote.

“I greatly appreciate this thoughtful gesture and hold it in the highest regard,” he added.

Section 907 was adopted by the U.S. Congress in 1992 and restricted direct U.S. assistance to the government of Azerbaijan. Its waiver has been periodically extended by U.S. administrations in later years.

For Baku, the issue has long carried political weight beyond the technical matter of aid restrictions. Azerbaijani officials have repeatedly viewed Section 907 as a legacy of an earlier period in U.S. policy toward the South Caucasus.

The latest extension comes as Azerbaijan and the United States continue to frame their relationship around energy security, regional connectivity and broader strategic cooperation in the South Caucasus.
