Azerbaijan has changed the start date for limits on salary supplements, bonuses and other payments made to employees of state-funded organizations from extra-budgetary revenue.
President Ilham Aliyev signed an amendment to Decree No. 789 dated Sept. 10, 2026, according to Vesti Baku. The new limits will take effect on Oct. 10 instead of Sept. 1, as previously stipulated.
Monthly Supplement Limited to One Salary
A salary supplement paid from extra-budgetary receipts may not exceed one monthly base salary for the employee in a calendar month.
The combined amount of bonuses and other payments from the same funds is capped at 20% of the organization’s annual payroll fund during a calendar year.
The rules apply specifically to payments financed from the extra-budgetary funds of state organizations. The decree does not change base salaries and does not establish a general ceiling for every form of compensation.
The amendment therefore postpones the application of already approved limits by more than a month and gives organizations additional time to shift to the new calculation rules.
