BAKU, Azerbaijan - Azerbaijan’s non-oil and gas sector accounted for 72% of gross domestic product in 2025 after expanding by an average of about 5% annually since 2020, Economy Minister Mikayil Jabbarov said.

Jabbarov presented the figures at an Azerbaijan-Cambodia business forum in Baku.

He said Azerbaijan attracted more than $350 billion in investment over the past 20 years, with foreign direct investment accounting for about half of the total.

Private Employment and Exports

The number of jobs in the private sector doubled over eight years, while non-oil and gas exports doubled over six years, according to Jabbarov.

He said the government continues to support businesses through preferential loans, credit guarantees and interest-rate subsidies. Exporters may be reimbursed for as much as 70% of transportation and logistics expenses, while companies holding investment-promotion certificates receive tax and customs benefits for seven years.

The 72% figure describes the non-oil sector’s share of the economy rather than its annual growth rate. Azerbaijan’s State Statistical Committee previously reported that value added in the non-oil and gas sector grew 2.7% in 2025.
