Azerbaijani Observers At Armenian Elections? Baku Has Not Confirmed Yet

Azerbaijan has not confirmed whether its representatives will participate in observation of Armenia’s upcoming parliamentary elections.

MP Fariz Ismayilzade said it would be premature to give a definitive answer on whether the Azerbaijani side will take part in the process. Armenia’s parliamentary elections are scheduled for June 7, and the OSCE Office for Democratic Institutions and Human Rights has already opened an election observation mission in the country following an invitation from Armenian authorities.

Speaking to journalists during a roundtable on President Ilham Aliyev’s peace strategy, Ismayilzade said election observation formats are also changing.

According to him, observation missions are no longer limited to traditional formats. They now operate through various projects, digital platforms and international cooperation mechanisms involving representatives of different countries, experts and political circles.

Ismayilzade said this reflects growing international interest in electoral processes in the region.

The question is politically sensitive because Armenia’s election comes amid continued negotiations between Baku and Yerevan, discussions around a possible peace agreement and Armenia’s broader foreign policy shift. The European Union has also moved to support Armenia against disinformation and cyber threats ahead of the vote, while warning that Armenians should be able to choose their future without outside pressure.

For Azerbaijan, any possible participation in observation would be more than a technical matter. In the context of post-war diplomacy, even the discussion of Azerbaijani observers at Armenian elections signals how far the regional agenda has moved from the old conflict framework.

For now, however, Baku is keeping the issue open. The message from Ismayilzade was cautious: there is interest in the process, but no confirmed format of participation yet.
