Sea View Is Not A Guarantee: Why A Baku Apartment Can Lose Value

A sea-view apartment in Baku is often sold as more than just a place to live. For many buyers, it is a lifestyle choice, a status marker and an investment argument.

But the view itself may not be permanent.

Real estate experts warn that apartments marketed with a sea view are often priced 30-50% higher than similar homes without such a panorama. The problem begins when a new building is later constructed in front of the property, turning the promised view of the Caspian Sea into a view of a concrete wall.

In that case, the apartment may lose not only its main selling point, but also part of its market value.

Real estate expert Elnur Azadov told Demokrat.az that sea-view apartments have become increasingly fashionable in recent years, especially in the premium segment. At the same time, the number of apartments with open views in Baku has declined as new construction continues across the city.

Many buyers assume that an open balcony, a sea-facing window or an unobstructed view will remain unchanged. In reality, that is not always the case. A vacant plot in front of a building can later become a construction site.

Real estate expert Firdovsi Khalilov said the issue is not only about one company or one project. It reflects broader problems in urban planning.

According to him, new buildings sometimes disrupt the visual composition of the city, block views of the sea or parks, and are built so close to existing residential blocks that some apartments lose even basic sunlight.

For buyers, this is more than an aesthetic problem. If a person pays a premium for a view and later loses that view, the financial value of the property can fall.

The risks are especially high in areas where construction is still active and where the building is not located directly on the first line from the sea. If there is open land in front of the apartment block, the possibility of future development should be taken seriously.

Floor level also matters. A sea-view apartment on the eighth floor carries one level of risk; a similar apartment on the 14th floor may be somewhat safer. But even a higher floor does not provide an absolute guarantee.

Lawyer Tural Shahbazov says the legal side depends largely on the purchase contract.

If the contract clearly states that the apartment is being sold as a sea-view property, the buyer may have grounds to defend their rights in court if that view is later blocked. For example, if a person buys an apartment worth 500,000 manats because of its sea view, and two or three years later a new building is constructed in front of it, the apartment’s value may drop.

In such a case, the owner could obtain an expert valuation showing the loss in value and then file a claim against the developer or responsible party.

But if the sea view is not mentioned in the contract, proving the claim becomes much harder.

That is why buyers should not rely only on what they see during a property viewing. Before paying extra for a view, they should check what land lies in front of the building, whether future construction is possible, how exposed the apartment is by floor level, and whether the view is formally included in the contract.

Otherwise, a costly sea panorama in Baku may one day become an ordinary view of the neighboring building’s facade.
