Forty-two apartments priced above 1 million manats (about $588,000) were sold in Azerbaijan in 2025, and every one was in Baku.
The figure, reported by FED.az citing the State Service for Property Issues, shows how small the city’s top-end market is compared with the broader housing market: 84.8% of apartment sales nationwide were below 200,000 manats (about $118,000).
Another 373 apartments sold for between 500,000 and 1 million manats in 2025. All of those were in Baku as well, according to the same figures.
Who Is Buying?
The published figures do not identify the buyers of the 42 million-manat apartments or say whether they purchased the homes to live in or as investments. Property expert Anar Nasirov told Demokrat.az that potential buyers in the premium segment include local business owners, foreign investors and Azerbaijanis who run businesses abroad. His comments describe possible buyer groups, not the identities of the people behind the 42 recorded transactions.
Nasirov said new-build apartments in Baku start at around 2,500 manats per square meter and can reach 4,000 manats or more, depending on location. At 4,000 manats per square meter, a 250-square-meter apartment costs 1 million manats. Size and a central location can therefore put an apartment over the threshold without revealing anything about its buyer.
The expert also said he has observed interest from Azerbaijani-origin entrepreneurs based in Russia and parts of Europe. That observation is not a breakdown of the 2025 transactions. The sales data establish where and at what price the apartments were sold, but do not show who bought them.
