Azerbaijani citizens can travel to a number of countries without obtaining a visa in advance, under either bilateral agreements or unilateral visa-free arrangements introduced by individual states.
The rules apply to holders of ordinary Azerbaijani passports and allow stays for specific periods depending on the destination.
Under bilateral visa-free arrangements, Azerbaijani citizens can travel without a visa for up to 90 days to Turkey, Russia (within a calendar year), Georgia, Belarus, Ukraine, Moldova, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, the United Arab Emirates, Serbia, Albania, Morocco and the Maldives.
Visa-free travel for up to 30 days is available for Qatar.
China also allows visa-free entry for 30 days, provided that the total stay does not exceed 90 days within each 180-day period.
Several countries have introduced visa-free travel for Azerbaijani citizens unilaterally.
Azerbaijani passport holders can stay without a visa for up to 90 days in Montenegro and Bosnia and Herzegovina.
Malaysia allows visa-free stays of up to 30 days.
Iran allows Azerbaijani citizens to stay without a visa for up to 15 days.
Azerbaijan also applies temporary visa-free rules for citizens of several countries. For example, citizens of Saudi Arabia, Oman, Bahrain and Kuwait can enter Azerbaijan without a visa until February 2027, with up to three entries and stays of up to 30 days per visit.
Travelers are advised to check entry rules before departure, including transit requirements and any recent changes in the destination country’s visa policy.
Even when a visa is not required, border authorities may still ask for a return ticket, hotel booking, proof of purpose of travel or evidence of sufficient funds.
