Azerbaijani meykhana performer Rashad Dagly could become eligible to apply for conditional early release in December 2029, although any release would require a court decision, lawyer Ellada Bayramova said.
Dagly was sentenced by the Baku Court on Grave Crimes on July 28, 2023, to nine years and six months in prison. Bayramova told Globalinfo.az that he must serve at least three-quarters of that term before a parole request can be considered.
That threshold amounts to seven years, one month and 15 days. If the sentence is calculated from Nov. 9, 2022, when Dagly was taken into custody, he would reach it around December 2029, she said.
Bayramova stressed that reaching the minimum term does not automatically result in release. A court must review and approve any application for conditional early release.
A presidential pardon is a separate legal mechanism. Bayramova said public calls for Dagly to be pardoned do not themselves violate the law. Statements asserting his innocence also do not automatically create legal liability; that would depend on the wording and circumstances of each statement.
The renewed discussion followed a recent pardon decree in Azerbaijan, which prompted Dagly’s supporters to call again for his release.
