Government offices in and around Baku have begun a two-month trial of staggered work schedules. Employees at participating institutions are being assigned one of three daily schedules: 8:00 a.m. to 5:00 p.m., 9:00 a.m. to 6:00 p.m., or 9:30 a.m. to 6:30 p.m.
The trial began on September 15 and covers government agencies, companies in which the state holds a controlling stake, and public legal entities established by the state, according to Azerbaijan’s Ministry of Labor and Social Protection. At least 30% of employees at each participating institution must work under each of the three schedules.
The aim is to spread commuter traffic across a longer period and assess whether different start times ease congestion. Authorities will evaluate traffic during the trial and draw up proposals on future working hours after reviewing the results.
The change does not shorten the working week or automatically allow employees to work remotely. Azerbaijan’s standard working time remains no more than 40 hours a week, and employers continue to track hours worked.
