A comprehensive development framework for Karabakh and East Zangezur covers 13,600 square kilometers and is designed for about 1.1 million residents. Master plans have been prepared for all 12 cities in the region, with planning documents completed for another 106 settlements and villages.
Anar Guliyev, chairman of Azerbaijan’s State Committee on Urban Planning and Architecture, presented the figures at the Second Azerbaijan International Investment Forum, according to Vesti Baku.
The unified framework covers 12 cities, 11 towns and about 900 villages. Development is intended to address transport, economic activity, the environment, energy, social infrastructure and demographic change together.
New Centers to Be Linked by Road and Rail
Guliyev said authorities plan not only to rebuild housing and basic infrastructure but also to create new urban and economic centers. Those hubs are expected to be connected by highways, railways and airports.
Karabakh and East Zangezur have been designated a green-energy zone. The planning framework includes opportunities in renewable energy, tourism, hospitality, logistics, industry and modern construction.
3.2 Million Square Meters Prepared for Investment
The committee separately said more than 3.2 million square meters of construction sites had been prepared for investors across Azerbaijan.
Permits have been issued for more than 17,000 housing units, while hundreds of thousands of additional square meters are at various stages of design.
The agency tied implementation of the plans to public-private partnerships. The government would establish strategic and regulatory frameworks, while private capital would provide financing, market expertise and technology.
Officials have not announced the total investment required or a completion date for the full program.
