Azerbaijan is considering fines of up to 5,000 manats for retaliation against people who report corruption, according to proposed legislative amendments.
The draft would impose fines of 3,000 to 5,000 manats for direct or indirect retaliation against a whistleblower. The listed forms of retaliation include disciplinary action, dismissal, transfer, unlawful withholding of wages, blocking a promotion and issuing a negative reference.
A separate fine of 800 to 1,300 manats is proposed for threats, pressure, insults or material damage directed at a whistleblower or the person’s close relatives.
The amendments were discussed by parliament’s Committee on Legal Policy and State-Building. The proposal has not yet entered into force.
